Timeline

1913 - In the year that Ruby Guthrie was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1924 - When she was just 11 years old, on January 21st, Vladimir Lenin, a leader of the Russian Revolution and the first leader of the Soviet Union died. He had survived two assassination attempts but had subsequent physical problems, suffering 3 strokes. He was in such great pain, it is said that he asked Stalin to poison him. The circumstances of his death are still disputed. He did oppose Stalin as the next leader - nonetheless, Stalin won a power struggle and ruled as a Soviet dictator until his death in 1953.

1930 - When she was 17 years old, as head of the Motion Picture Producers and Distributors of America, William Hays established a code of decency that outlined what was acceptable in films. The public - and government - had felt that films in the '20's had become increasingly risque and that the behavior of its stars was becoming scandalous. Laws were being passed. In response, the heads of the movie studios adopted a voluntary "code", hoping to head off legislation. The first part of the code prohibited "lowering the moral standards of those who see it", called for depictions of the "correct standards of life", and forbade a picture from showing any sort of ridicule towards a law or "creating sympathy for its violation". The second part dealt with particular behavior in film such as homosexuality, the use of specific curse words, and miscegenation.

1960 - When she was 47 years old, on May 1st, an American CIA U-2 spy plane, piloted by Francis Gary Powers, was shot down by a surface-to-air missile over the Soviet Union. Powers ejected and survived but was captured. The U.S. claimed that the U-2 was a "weather plane" but Powers was convicted in the Soviet Union of espionage. He was released in 1962 after 1 year, 9 months and 10 days in prison.

1985 - In the year of Ruby Guthrie's passing, on March 7th, the song "We Are the World" was released as a charity effort to alleviate the African famine. The song was written by Michael Jackson and Lionel Richie, and produced by Quincy Jones. They were joined by 37 other famous singers in the recording studio and a phenomena had begun
