In 1910, in the year that Ruby Phyllis Dowie was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1932, at the age of 22 years old, Ruby was alive when five years to the day after Lindbergh crossed the Atlantic, Amelia Earhart flew solo from Newfoundland to Ireland, the first woman to cross the Atlantic solo and the first to replicate Lindbergh's feat. She flew over 2,000 miles in just under 15 hours.

In 1940, Ruby was 30 years old when on November 5th, President Franklin Roosevelt was elected to a third term, defeating Wendell Willkie of Indiana (a corporate lawyer). Roosevelt running for a third term was controversial. But the U.S. was emerging from the Great Recession and he promised that he would not involve the country in any foreign war (which of course changed when Japan bombed Pearl Harbor). Roosevelt defeated Willkie in the popular vote by 54.7 to 44.8% and in the Electoral College 449 to 82.

In 1951, she was 41 years old when on April 5th, Julius and Ethel Rosenberg (husband and wife) were sentenced to death for treason. They were executed on June 19th. American citizens, they were convicted of spying for the Soviet Union. Their two young sons were adopted by a high school teacher and his wife.

In 1960, in the year of Ruby Phyllis Dowie's passing, on May 1st, an American CIA U-2 spy plane, piloted by Francis Gary Powers, was shot down by a surface-to-air missile over the Soviet Union. Powers ejected and survived but was captured. The U.S. claimed that the U-2 was a "weather plane" but Powers was convicted in the Soviet Union of espionage. He was released in 1962 after 1 year, 9 months and 10 days in prison.
