In 1909, in the year that Rupert Charles Connaught French was born, William Howard Taft became the 27th President of the United States on March 4th. Previously Secretary of War, Judge on the 6th Circuit Court of Appeals, Solicitor General of the U.S., and Governor of both the Philippines and Cuba, Taft was the only President who went on to become Chief Justice of the Supreme Court.

In 1912, by the time he was only 3 years old, Arizona was admitted to the United States in February (on Valentine's Day). It became the 48th state in the Union. Previously a Spanish - then Mexican - territory, the U.S. paid $15 million dollars for the area in 1848. Arizona was the last of the contiguous states to be admitted to the United States.

In 1921, by the time he was just 12 years old, on March 4, Warren G. Harding became President. Previously a U.S. Senator, Lieutenant Governor, and Ohio State Senator, Harding was a popular President. But many scandals plagued his short administration (he died in office after 2 and a half years), including the revelations of one of his mistresses and the Teapot Dome scandal. Historically, Harding is rated as one of the worst Presidents.

In 1931, at the age of 22 years old, Rupert was alive when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

In 1940, in the year of Rupert Charles Connaught French's passing, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.
