Timeline

1895 - In the year that Russell Dixon was born, on May 18th, Italy's first motor race was held. The race was 58 miles long - from Turin to Asti and back. Five cars started but only three completed the race. It was won by Simone Federman who drove a Daimler Omnibus - his average speed was 9.6 mph.

1913 - Russell was 18 years old when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1924 - When he was 29 years old, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

1950 - He was 55 years old when in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.

1967 - In the year of Russell Dixon's passing, on October 2nd, Thurgood Marshall was sworn in as the first black US Supreme Court justice. Marshall was the great-grandson of a slave and graduated first in his class at Howard University Law School. His nomination to the Supreme Court was approved by the Senate, 69 to 11.
