1913 - In the year that Ruth Morford was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1921 - Ruth was only 8 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1960 - She was 47 years old when on September 26th, the first televised debate for a Presidential campaign in the United States - Kennedy vs Nixon - was held. Seventy million people watched the debate on TV. The debate pre-empted the very popular Andy Griffith Show.

1976 - She was 63 years old when on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."

1987 - In the year of Ruth Morford's passing, was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.
