In 1908, in the year that Ruth Wagner was born, the Federal Bureau of Investigation was established as the domestic intelligence and security service of the United States; it simultaneously served as the nation's prime federal law enforcement agency. Stanley Finch was the first Chief (now called Director).

In 1913, she was merely 5 years old when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1957, at the age of 49 years old, Ruth was alive when on September 24th, the "Little Rock Nine" (nine African-American students) entered Little Rock High School. Arkansas Gov. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

In 1963, she was 55 years old when on November 22nd, Vice President Lyndon B. Johnson became the 36th President of the United States when President John Kennedy was shot and killed in Dallas, Texas. Johnson was sworn in on the plane carrying Kennedy's body back to Washington D.C.

In 1984, in the year of Ruth Wagner's passing, on January 1, "Baby Bells" were created. AT&T had been the provider of telephone service (and equipment) in the United States. The company kept Western Electric, Bell Labs, and AT&T Long Distance. Seven new regional companies (the Baby Bells) covered local telephone service and were separately owned. AT&T lost 70% of its book value due to this move.
