1913 - In the year that Thomas G Carr was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1949 - By the time he was 36 years old, on April 4th, NATO (the North Atlantic Treaty Organization) was established. Twelve nations originally signed the North Atlantic Treaty - the United States, Great Britain, France, Belgium, the Netherlands, Denmark, Italy, Luxembourg, Norway, Iceland, Canada, and Portugal. Greece, Turkey, and West Germany later joined. Today, there are 26 nations in NATO.

1983 - He was 70 years old when on August 30th, the Soviet Union claimed that a South Korean Boeing 747 jetliner (Flight 007), bound for Seoul from New York City, had strayed into Soviet airspace. Saying that they believed it to be a U.S. spy plane, the passenger jet was shot down by a Soviet SU-15 fighter - after it had tracked the airliner for two hours. All 269 passengers (including a U.S. Representative from Georgia) and crew were killed.

1984 - By the time he was 71 years old, due to outrage about "Indiana Jones and the Temple of Doom" (it seemed too "dark" to many and it was rated PG), a new rating was devised - PG-13. The first film rated PG-13 was "Red Dawn".

1999 - In the year of Thomas G Carr's passing, on January 1st, the Euro became the new official single currency of the eurozone.
