Timeline

1913 - In the year that Thomas R Harner was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1934 - When he was 21 years old, on July 22nd, gangster John Dillinger was killed in Chicago. His gang had robbed banks and police stations, among other charges, and he was being hunted by J. Edgar Hoover, head of the FBI - although many in the public saw him as a "Robin Hood". A madam from a brothel in which he was hiding became an informer for the FBI and, after a shootout with FBI agents, Dillinger was shot and died.

1975 - Thomas was 62 years old when in January, Popular Mechanics featured the Altair 8800 on it's cover. The Altair home computer kit allowed consumers to build and program their own personal computers. Thousands were sold in the first month.

1983 - Thomas was 70 years old when "crack" cocaine was developed in the Bahamas and spread to the United States. Previously, cocaine had been cut with other substances, diluting it. Crack was 80% pure and therefore was more addictive. It was also cheaper, making it more easily available to low income neighborhoods.

1993 - In the year of Thomas R Harner's passing, on February 26th, a truck bomb exploded in the garage under the North Tower of the World Trade Center. While the bomb didn't do what was planned (collapse the North Tower into the South Tower), it did kill six people and injured thousands of people.
