In 1913, in the year that Thomas Roy Allen was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1922, Thomas was just 9 years old when on James Joyce's 40th birthday, his book Ulysses was published in France. The book covers the experiences of an Irishman in Dublin on an ordinary day, 16 June 1904. Now considered a classic, it was controversial at the time. Due to some sexual content, the book was banned in the U.S. during the 1920's and the U.S. Post Office destroyed 500 copies of the novel.

In 1952, he was 39 years old when on February 6th, George VI of England died from a coronary thrombosis and complications due to lung cancer. His eldest daughter, age 25, immediately ascended the throne as Elizabeth II and her coronation was on June 2 1953.

In 1966, he was 53 years old when on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.

In 1975, in the year of Thomas Roy Allen's passing, on September 5th, Lynette "Squeaky" Fromme tried to assassinate President Ford in Sacramento, California. She failed when her gun wouldn't fire. President Ford escaped a second assassination attempt 17 days later on September 22 when Sarah Jane Moore tried to shoot him in San Francisco. A bystander saw her raise her arm, grabbed it, and the shot went wild.
