Timeline

1891 - In the year that Velma Carter was born, from March 9th through the 12th, a blizzard hit the south and west of England. Called the Great Blizzard of 1891, it led to snow drifts of up to 15 feet and killed 200 people and 6,000 animals. Fourteen ships sank.

1913 - She was 22 years old when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1918 - At the age of 27 years old, Velma was alive when in January, President Wilson presented his Fourteen Points, which assured citizens that World War I was being fought for a moral cause and outlined a plan for postwar peace in Europe. The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.

1969 - By the time she was 78 years old, one hundred countries, along with the United States and the Soviet Union signed the nuclear nonproliferation treaty (NPT). It called for stopping the spread of nuclear weapons, the peaceful use of nuclear energy, and the goal of nuclear disarmament.

1973 - In the year of Velma Carter's passing, on January 28th, the Paris Peace Accord was signed - supposedly ending the Vietnam War. Hostilities continued between North and South Vietnam and the U.S. continued to bomb. But by August 15, 1973, 95% of American troops had left Vietnam. The war ended in 1975 with the fall of Saigon.
