Boyce was so impressed that he incorporated the Boy Scouts of America when he returned home. Its purpose was "to teach boys patriotism, courage, self-reliance, and kindred values."

In 1927, at the age of 17 years old, Victor was alive when 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. In 1943, he was 33 years old when on March 31st, the Broadway musical Oklahoma! opened. Written by Richard Rodgers and Oscar Hammerstein II (the first of their string of successful collaborations), audiences loved it.
