In 1903, in the year that Vincent Ott was born, the United States Department of Commerce and Labor was created by President Theodore Roosevelt to control the excesses of big business. Renamed the Department of Commerce 10 years later, many departments concerned with workers were transferred to the Department of Labor at that time. Another spin-off, the Bureau of Corporations, became the Federal Trade Commission.
In 1921, he was 18 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
In 1932, by the time he was 29 years old, on February 27th, actress Elizabeth Taylor was born in London. Her parents were Americans living in London and when she was 7, the family moved to Los Angeles. Her first small part in a movie was in There's One Born Every Minute in 1942 but her first starring role was in National Velvet in 1944. She became as famous for her 8 marriages (to 7 people) as she was for her beauty and films.
In 1946, he was 43 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.
In 1985, in the year of Vincent Ott's passing, in May, a paper published in Nature by three British scientists reported that a huge hole was discovered in the ozone layer over the Antarctic. It was much larger than expected and is due to the use of manmade chemicals.
