Timeline

1913 - In the year that Virginia M Steves was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1964 - When she was 51 years old, in June, three young civil rights workers - Andrew Goodman and Mickey Schwerner from New York City, and James Chaney from Meridian, Mississippi - were kidnapped and murdered in Mississippi. Working with "Freedom Summer", they were registering African-Americans to vote in the Southern states. Their bodies were found two months later. Although it was discovered that the White Knights of the Ku Klux Klan, the Neshoba County Sheriff's Office and the Philadelphia, Mississippi Police Department were involved, only 7 men were convicted and served less than six years.

1966 - When she was 53 years old, on September 8th, the first Star Trek episode, "The Man Trap," was broadcast on NBC. The plot concerned a creature that sucked salt from human bodies. The original series only aired for 3 seasons due to low ratings.

1967 - Virginia was 54 years old when on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".

1968 - She was 55 years old when on January 31st, the North Vietnamese launched the Tet Offensive, a turning point in the Vietnam War. 70,000 North Vietnamese and Viet Cong forces swarmed into South Vietnam. The South Vietnamese and US troops held off the offensive but it was such fierce fighting that the U.S. public began to turn against the war.
