1906 - In the year that Walter Balk was born, Finland became the first European country to give women the vote and to allow them to run for political office. (Women in Australia and New Zealand already had that right but couldn't run for office.) Although Finland belonged to the Russian Empire, there was great unrest and the Tsar wanted to broker a quick peace. As a part of the brokered peace, women got the vote.

1910 - When he was just 4 years old, the Boy Scouts of America was incorporated. U.S. publisher W.D. Boyce was visiting England when he became lost in the London fog. An unknown Boy Scout helped him find his way out, declining a tip (he said that he was a Boy Scout and was doing his good deed for the day). Boyce was so impressed that he incorporated the Boy Scouts of America when he returned home. Its purpose was "to teach boys patriotism, courage, self-reliance, and kindred values."

1953 - At the age of 47 years old, Walter was alive when actress and comedian Lucille Ball gave birth to Desi Arnaz, Jr on January 19th. On the same day on "I Love Lucy", the fictional Little Ricky was born as well. Baby Desi graced the cover of the first TV Guide magazine with a headline that read ""Lucy's $50,000,000 baby" - because the commercial revenue from his birth was expected to be that amount.

1966 - He was 60 years old when on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.

1977 - In the year of Walter Balk's passing, on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.
