1901 - In the year that Walter Fancher was born, Teddy Roosevelt became the 26th President of the United States. TR, as he was known, had been Vice-President for 6 months when President William McKinley was assassinated. At age 42, he became the youngest President to serve although John Kennedy, at age 43, was the youngest President elected. He was a popular progressive and was elected to a second term in 1904 as a Republican, winning 56.4% of the popular vote and 336 electoral votes.

1919 - By the time he was 18 years old, in Norfolk Virginia, the first rotary dial telephones were introduced by the American Telephone and Telegraph Company (AT&T), making it easier to make a call without an operator.

1927 - By the time he was 26 years old, 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

1940 - When he was 39 years old, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1977 - In the year of Walter Fancher's passing, on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.
