1921 - In the year that Wayne T Howard was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1952 - He was 31 years old when on July 2, Dr. Jonas E. Salk tested the first dead-virus polio vaccine on 43 children. The worst epidemic of polio had broken out that year - in the U.S. there were 58,000 cases reported. Of these, 3,145 people had died and 21,269 were left with mild to disabling paralysis.

1974 - By the time he was 53 years old, on August 9th, Gerald R. Ford became the 38th President of the United States. He had been Vice President for 8 months when he became President due to the resignation of President Nixon.

1988 - By the time he was 67 years old, on December 16th, 1988 the popular film Rain Man was released. Featuring Dustin Hoffman and Tom Cruise. this film brought attention to autistic savants and was based on the "megasavant" Laurence Kim Peek. The film would later go to win four Oscars including Best Picture, Best Original Screenplay, Best Director and Best Actor in a Leading Role.

1995 - In the year of Wayne T Howard's passing, on October 16th, the Million Man March took place on the National Mall in Washington DC. The March was organized to address "the ills of black communities and call for unity and revitalization of African American communities". An estimated 850,000 people attended.
