In 1809, when he was only 13 years old, on March 4th, James Madison was inaugurated as the fourth President of the United States. Madison ended his inaugural address with "gratitude towards people in the past who had done so much for the United States, and wished the best for the future of this young thriving country".
In 1824, he was 28 years old when on March 11th, the United States War Department created the Bureau of Indian Affairs (BIA) as a part of the War Department - without authorization from Congress. It had previously been called the Office of Indian Trade.
In 1858, at the age of 62 years old, Wilkerson was alive when on January 14th, Felice Orsini and others tried - but failed - to assassinate Napoleon III of France. The bombs they set off did kill 8 people - and wounded 142 others. Some of the conspirators were French émigrés who lived in Britain, setting off a short anti-British feeling in France. But the emperor refused to support the sentiment and it died out. Orsini was executed by guillotine on March 13th.
In 1865, at the age of 69 years old, Wilkerson was alive when on July 5th, the U.S. Secret Service was created. The first duty of the Secret Service was investigating counterfeit money. Duties soon expanded to murder, bank robbery, and illegal gambling - and, after the assassination of President McKinley in 1901, presidential protection.
In 1870, in the year of Wilkerson Asher "Wix" Howard's passing, on January 26th, the state of Virginia rejoined the Union. On February 23rd, Mississippi was readmitted to the Union. On March 30th, Texas was readmitted to the Union. And on July 15th, Georgia became the last Confederate state to be readmitted to the Union.
