Timeline

1913 - In the year that Willard Gray was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1923 - When he was just 10 years old, on August 2nd, Calvin Coolidge was sworn in as the 30th President of the United States due to the sudden death of Warren G. Harding. After the scandals of the Harding presidency, Coolidge restored public confidence and was very popular. He won the Presidential election in 1924 but declined to run again in 1928.

1933 - He was 20 years old when on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.

1973 - Willard was 60 years old when in October, Vice President Spiro Agnew resigned - President Nixon nominated Gerald Ford for Vice President. Nixon's tax returns came under investigation. Nixon offered the recently discovered Oval Office tapes be heard by one person and summarized - his offer was rejected by the Special Prosecutor. Nixon ordered the Attorney General, then the assistant Attorney General, to fire the Special Prosecutor. Both refused and were fired. The Solicitor General became the acting Attorney General and fired the Special Prosecutor (the Saturday Night Massacre). Nixon releases some of the tapes, under extreme pressure because of the firings.

1980 - In the year of Willard Gray's passing, on April 24th, a rescue attempt was begun in the Iranian Hostage Crisis. The attempt failed and 8 US servicemen were killed. Eight helicopters had been sent for the mission, but only 5 arrived in operating condition., Since the military had advised that the mission be aborted if there were fewer than 6 helicopters, President Carter stopped it. Upon leaving, a helicopter collided with a transport plane and the men were killed.
