William Alexande Foster passed away in 1976 in Footscray, Australia at age 63. He was born in 1913. He was born to Alexander Jo Foster and Ellen Naples Owen Foster.

In 1913, in the year that William Alexande Foster was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1924, William was just 11 years old when in May, wealthy college students Nathan Leopold and Richard Loeb kidnapped and killed 14 year old Robert Franks "in the interest of science". Leopold and Loeb thought that they were intellectually superior and that they could commit the perfect crime and not be caught. They were brought in for questioning within 8 days and quickly confessed. Clarence Darrow was hired as their defense lawyer, getting them life imprisonment instead of a death sentence. Loeb was eventually killed in prison - Leopold was released after 33 years, dying of a heart attack at age 66.

In 1946, he was 33 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

In 1961, when he was 48 years old, on April 17th, about 1,000 CIA trained Cuban exiles invaded Cuba with the intention of igniting a rebellion and overthrowing Castro. They were defeated within three days. Although the operation began under Eisenhower, Kennedy approved it and the operation, named the Bay of Pigs for the beach where they landed, was a humiliation for the United States.

In 1976, in the year of William Alexande Foster's passing, The United States celebrated the Bicentennial of the adoption of the Declaration of Independence. It was a year long celebration, with the biggest events taking place on July 4th.
