In 1930, in the year that William Allen Jr was born, as head of the Motion Picture Producers and Distributors of America, William Hays established a code of decency that outlined what was acceptable in films. The public - and government - had felt that films in the '20's had become increasingly risque and that the behavior of its stars was becoming scandalous. Laws were being passed. In response, the heads of the movie studios adopted a voluntary "code", hoping to head off legislation. The first part of the code prohibited "lowering the moral standards of those who see it", called for depictions of the "correct standards of life", and forbade a picture from showing any sort of ridicule towards a law or "creating sympathy for its violation". The second part dealt with particular behavior in film such as homosexuality, the use of specific curse words, and miscegenation.

In 1945, at the age of just 15 years old, William was alive when on August 15th, Imperial Japan announced its surrender. On September 2nd, a formal agreement of surrender was signed. Japan and nine other states signed the Japanese Instrument of Surrender in Tokyo Bay, calling for the return of all Allied prisoners of war and subordinating the authority of the emperor and the Japanese government to the Supreme Commander for the Allied Powers. VJ (Victory in Japan) Day was celebrated in the United States on August 14th and 15th. World War II was over.

In 1967, he was 37 years old when on October 2nd, Thurgood Marshall was sworn in as the first black US Supreme Court justice. Marshall was the great-grandson of a slave and graduated first in his class at Howard University Law School. His nomination to the Supreme Court was approved by the Senate, 69 to 11.

In 1988, he was 58 years old when on December 16th, 1988 the popular film Rain Man was released. Featuring Dustin Hoffman and Tom Cruise. this film brought attention to autistic savants and was based on the "megasavant" Laurence Kim Peek. The film would later go to win four Oscars including Best Picture, Best Original Screenplay, Best Director and Best Actor in a Leading Role.

In 1999, William was 69 years old when the fear that Y2K (year 2000) would cause the failure of computers worldwide when clocks didn't properly update to January 1st, 2000 became near panic. While some computer systems and software did have problems, the panic was unfounded and computer life went on.
