1916 - When he was merely 9 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1918 - At the age of just 11 years old, William was alive when on November 11th, an armistice was signed between the Allies and Germany, ending the fighting on the Western Front in World War I. 1953 - At the age of 46 years old, William was alive when actress and comedian Lucille Ball gave birth to Desi Arnaz, Jr on January 19th. On the same day on "I Love Lucy", the fictional Little Ricky was born as well. Baby Desi graced the cover of the first TV Guide magazine with a headline that read ""Lucy's $50,000,000 baby" - because the commercial revenue from his birth was expected to be that amount.

1975 - In the year of William Bowers's passing, on September 5th, Lynette "Squeaky" Fromme tried to assassinate President Ford in Sacramento, California. She failed when her gun wouldn't fire. President Ford escaped a second assassination attempt 17 days later on September 22 when Sarah Jane Moore tried to shoot him in San Francisco. A bystander saw her raise her arm, grabbed it, and the shot went wild.
