1940 - In the year that William C Bertram was born, in July, Billboard published its first Music Popularity Chart. Top recordings of the year were Tommy Dorsey's "I'll Never Smile Again" (vocal Frank Sinatra) - 12 weeks at the top, Bing Crosby's "Only Forever" - 9 weeks at the top, and Artie Shaw's "Frenesi" - 12 weeks at the top.

1951 - When he was merely 11 years old, on February 27th, the 22nd Amendment to the US Constitution (which limited the number of terms a president may serve to two) was ratified by 36 states, making it a part of the U.S. Constitution. The Amendment was both a reaction to the 4 term Roosevelt presidency and also the recognition of a long-standing tradition in American politics.

1982 - He was 42 years old when on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".

1987 - William was 47 years old when was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.

1996 - When he was 56 years old, on April 3rd, Theodore Kaczynski (nicknamed the Unabomber) was arrested. His mailed or hand-delivered bombs, sent between 1978 and 1995, killed three people and injured 23 others. Diagnosed as suffering from paranoid schizophrenia, Kaczynski is serving 8 life sentences without the possibility of parole.
