1912 - In the year that William C Howes was born, New Mexico became the 47th state of the Union in January. Previously a province of Mexico, then a territory of the United States and mostly populated by Native Americans and Mexicans, once it became a U.S. territory it was increasingly colonized by European-American settlers. Its population was over 327,000 when it became a state.

1913 - At the age of just 1 year old, William was alive when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1974 - William was 62 years old when on February 5th, Patty Hearst, age 19 - granddaughter of William Randolph Hearst and daughter of publisher of the San Francisco Examiner Randolph Hearst - was kidnapped by the Symbionese Liberation Army, a left wing terrorist group. She was found, alive, 19 months later.

1984 - He was 72 years old when due to outrage about "Indiana Jones and the Temple of Doom" (it seemed too "dark" to many and it was rated PG), a new rating was devised - PG-13. The first film rated PG-13 was "Red Dawn".

1994 - In the year of William C Howes's passing, on May 6th, former political prisoner, lawyer, and activist Nelson Mandela was elected the first black President of South Africa. He was 75 when he was elected and he served one five-year term.
