1889 - In the year that William Dodd was born, on February 22nd, President Cleveland signed a bill allowing North Dakota, South Dakota, Montana and Washington to become states. North and South Dakota became the 39th and 40th states on November 2nd, Montana became the 41st state on November 8th, and Washington became the 42nd state on November 11th.

1913 - By the time he was 24 years old, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1945 - When he was 56 years old, on April 12th, Harry S. Truman sworn in as President of the United States at 7p in Washington, D.C. His first term lasted 3 years and 283 days - then he ran for re-election.

1966 - He was 77 years old when on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.

1976 - In the year of William Dodd's passing, on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."
