In 1913, in the year that William E Montague was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1927, 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

In 1955, in January, President Eisenhower sent direct aid to South Vietnam. In February, U.S. advisors were sent to train troops.

In 1988, on December 21st, Pan Am Flight 103 exploded over Lockerbie Scotland. The explosion killed all 259 people on board and another 11 on the ground. The flight had left Heathrow Airport in London less than an hour before, on its way to New York. After an exhaustive (and long) investigation it came to be believed that two individuals from Libya had planted the bomb.

In 1992, on February 1st, US President George Bush and President Boris Yeltsin of Russia jointly announced an end to the Cold War, proclaiming a new era of "friendship and partnership". At Camp David in Maryland, they reviewed ways to jointly reduce nuclear arms and support reforms in Russia but no agreement was reached at that meeting.
