In 1890, in the year that William George Locke was born, on December 29th, the Wounded Knee Massacre occurred in South Dakota on the Lakota Pine Ridge Indian Reservation . The U.S. 7th Cavalry Regiment said that they rode into the Lakota camp "trying to disarm" the inhabitants. One person, Black Coyote - who was deaf - held onto his rifle, saying that he paid a lot of money for it. Shots rang out and by the end at least 153 Lakota Sioux - some estimates say 300 - and 25 troops had died. The site of the massacre is a National Historic Landmark.

In 1900, he was merely 10 years old when the Austrian neurologist Sigmund Freud published his book (written in 1899) "The Interpretation of Dreams". Sigmund Freud, born Sigismund Schlomo Freud in May of 1856, is the "father of psychoanalysis". Although he was a medical doctor, he was fascinated with the psyche and hypothesized the existence of the id, the ego, the superego, the libido, the unconscious, the Oedipus complex, and more. These are concepts that are still used by modern psychology.

In 1908, at the age of 18 years old, William was alive when President Theodore Roosevelt held the White House Conservation Conference, which lead to the establishment of the National Conservation Commission. Preparing the first inventory of the United State's natural resources, the commission was divided into four parts: water, forests, lands, and minerals.

In 1917, in the year of William George Locke's passing, the U.S. Virgin Islands were purchased from Denmark in January. While they are U.S. citizens, Virgin Islanders are ineligible to vote for the President of the United States.
