Timeline

1920 - In the year that William H Oconnor was born, the 19th Amendment, granting women the right to vote, passed both Houses of Congress and was sent to the States to ratify. In August, Tennessee became the 36th state to ratify the Amendment and it became law eight days later. Mississippi ratified it in 1984.

1967 - By the time he was 47 years old, on November 7th, President Johnson signed legislation passed by Congress that created the Corporation for Public Broadcasting (CPB), which would later become PBS and NPR. The legislation required CPB to operate with a "strict adherence to objectivity and balance in all programs or series of programs of a controversial nature".

1971 - William was 51 years old when in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

1982 - At the age of 62 years old, William was alive when on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".

1992 - In the year of William H Oconnor's passing, on February 1st, US President George Bush and President Boris Yeltsin of Russia jointly announced an end to the Cold War, proclaiming a new era of "friendship and partnership". At Camp David in Maryland, they reviewed ways to jointly reduce nuclear arms and support reforms in Russia but no agreement was reached at that meeting.
