In 1876, in the year that William J Locke was born, on August 1st, Colorado became the 38th U.S. state. Its nickname is the "Centennial State" because it was admitted just 28 days after the United States' centennial.

In 1890, at the age of only 14 years old, William was alive when on October 9th, in Satory, France, the first fixed-wing, steam powered aircraft flew. "Ader √Čole" flew, uncontrolled, for about 160 ft. at a height of just under 8 inches off the ground.

In 1906, by the time he was 30 years old, abolitionist and suffragette leader Susan B. Anthony died, before women's right to vote nationally was realized (in 1920). She, along with Elizabeth Cady Stanton, founded the National American Woman Suffrage Association which later became the League of Women Voters. She died at the age of 86 of heart failure and pneumonia in her home in New York.

In 1927, by the time he was 51 years old, 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

In 1935, in the year of William J Locke's passing, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
