In 1921, in the year that William Savage was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1931, at the age of only 10 years old, William was alive when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

In 1955, William was 34 years old when on September 30th, movie star James Dean, 24, died in a car accident. He was headed in his new Porsche 550 to a race in Salinas California when, traveling at 85 mph, he collided with a 1950 Ford Tudor, also speeding, driven by a 23 year old college student. Dean died, his passenger and the other driver survived.

In 1974, he was 53 years old when on July 30th, the House Judiciary Committee adopted three articles of impeachment against President Nixon. He was charged with obstruction of justice, failure to uphold laws, and the refusal to produce material subpoenaed by the committee. In order to avoid impeachment, Richard M. Nixon announced that he would resign on August 8th, the first President to do so.

In 1983, in the year of William Savage's passing, physicist Sally K. Ride, 32, became the first US woman astronaut in space as a crew member aboard space shuttle Challenger on June 18th. She was also the youngest (32) astronaut to go into space. Soviet cosmonaut Valentina Tereshkova was the first woman in space in 1963.
