Timeline

1913 - In the year that William W Oneill was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1916 - William was just 3 years old when the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

1931 - William was 18 years old when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

1995 - When he was 82 years old, on May 19th, the deadliest terrorist attack on American soil - before 9/11 - took place in Oklahoma City. A truck bomb went off outside the Alfred P. Murrah Federal Building in downtown - killing 68 people, injuring more than 680 others, and destroying one-third of the building. The most disturbing images were of children - a daycare center was hit by the bomb. The deadliest incident of domestic terrorism ever, Timothy McVeigh, Terry Nichols, and Michael Fortier were convicted of the bombing.

1996 - At the age of 83 years old, William was alive when on April 3rd, Theodore Kaczynski (nicknamed the Unabomber) was arrested. His mailed or hand-delivered bombs, sent between 1978 and 1995, killed three people and injured 23 others. Diagnosed as suffering from paranoid schizophrenia, Kaczynski is serving 8 life sentences without the possibility of parole.
