In 1889, in the year that William Waters was born, on April 20th, Adolf Hitler was born in Austria-Hungary - now Austria. In his early 30's, he began his rise to power in German politics, eventually becoming the leader of the Nazi Party and Führer of Nazi Germany. He presided over the death of millions of civilians as well as leading Germany through World War II.

In 1898, by the time he was only 9 years old, magnate and philanthropist John D. Rockefeller's Standard Oil Company controlled 84% of the oil and pipelines in the United States. Rockefeller grew Standard Oil through the merger of several other small oil companies throughout the U.S., creating a monopoly.

In 1899, by the time he was merely 10 years old, on February 4th, the Philippine–American War began. The Philippines objected to the Treaty of Paris, signed in 1898, that transferred possession of the Philippines from Spain to the U.S. Filipinos began a fight for independence and fighting between U.S. forces and those of the Philippine Republic broke out. On June 2nd, the Philippines officially declared war on the United States.

In 1902, by the time he was just 13 years old, about 150 thousand United Mine Workers went on strike in eastern Pennsylvania for a wage increase and more suitable hours. They eventually got a 10% raise and their workday was reduced from 10 hours to 9. Because winter was coming and most people at the time heated their homes with coal, President Teddy Roosevelt arbitrated between the owners and the workers - the first time that the Federal government arbitrated in a strike.

In 1916, in the year of William Waters's passing, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
