In 1807, in the year that Willis Leonidas Maxwell was born, on March 2nd, the U.S. Congress passed an act to "prohibit the importation of slaves into any port or place within the jurisdiction of the United States . . . from any foreign kingdom, place, or country" This Federal law, proposed by Thomas Jefferson in 1806, took effect on January 1,1808. However, historians estimate that over 50,000 slaves were brought to the U.S. after the Act since the U.S. did not include Spanish Florida and Texas - and therefore places where slaves could be brought in.

In 1813, at the age of just 6 years old, Willis was alive when on March 4th, President James Madison was inaugurated to his second term. Madison received 50.4% of the vote, defeating rival DeWitt Clinton.

In 1821, by the time he was only 14 years old, on May 5th, former Emperor of France, Napoleon Bonaparte, died in exile on Saint Helena - ruled by the British - perhaps of stomach cancer. Supposedly, his last words were "France, army, head of the army, Jos├ęphine".

In 1878, at the age of 71 years old, Willis was alive when on June 15th, photographer Eadweard Muybridge - at the request of Leland Stanford - produced the first sequence of stop-motion still photographs. Stanford contended that a galloping horse had all four feet off the ground. Only photos of a horse at a gallop would settle the question and, using 12 cameras and a series of photos, Muybridge settled the question: Stanford was right. Muybridge's use of several cameras and stills led to motion pictures.

In 1896, in the year of Willis Leonidas Maxwell's passing, on May 18th, the U.S. Supreme Court issued a ruling in the case of Plessy v. Ferguson. By a vote of 7 to 1, the Court upheld state racial segregation laws, introducing the idea of "separate but equal" facilities for races.
