Sometimes people have no close heirs. Other times, older people trash pictures because they did not know the subjects or can't recall anything about the pictures that may have belonged to their parents, aunts/uncles, or even grandparents. In the 1960s my late mother threw a couple of family 19th Century picture albums away because the men had funny whiskers and she did not know them! It happens.

Decades ago I used to work at a Goodwill store and I was constantly shocked by the number of photo albums that would come through as donations with all manner of family photos still inside. My boss told me to just take the pictures out and just throw them all away, but even then i just couldn't be the one to ultimately be responsible for the destruction of those moments, memories and histories. I still have a large number of the rescued photographs dating back to the 1920's.

I think some are duplicates that were given to family members.... Then time passes and pictures of acquaintances or cousins are forgotten and given away.
