Hemlines went up a lot during the war, partly to save fabric, partly because so many women went to work. The silhouette became a lot less corseted and more practical also. This looks about ~1918. Even so that hemline is awkward, it looks like she's wearing someone else's dress or outgrew hers. It's just not quite right even for the fashion.

Yes, she is very tall too but when most dresses were hand made by the wearer she might have run out of fabric to lengthen it with her growth spurts. :D
