yes, a cane was given to each town to be presented to them ( on loan until they died) for being the oldest resident - I assume the flowers are part of the
presentation of the cane. I would not think this is a family member - maybe a Selectman.

Looks like he's presenting her with the Gold headed Boston Cane, given to the oldest citizen of various New England towns. I think the Boston Globe or some newspaper started the tradition and it was still going in the 1960s/1970s. Almost every New England town received one of these canes to pass on the it's oldest living resident.
