Norris was the son of Adela Janet Willmott and William Cowin who likely married 7 May 1873 at Port Louis, Mauritius. Captain William (1827-1907), thought to be the son of John Cowin and Margaret Clague of Douglas, Isle of Man, was the ex-Imperial Pilot of Port Louis before moving to South Australia around 1880.
