Willy Roberts, county supervisor, examining co-op binder purchased by J.M. Womack, a FSA (Farm Security Administration) borrower who is harvesting oats for Robert J. Waller, another FSA borrower.

This photo was taken in 1940, before we became involved in WW II, and was probably a documentation of how the government was supporting farmers. The Depression was still affecting the U.S. economy.
