Ned David Snider was born to Troy Franklin Snyder (1899 - 1952) and Dorothy Suer Trippett (1901 - 1940. His father was born in Oklahoma and his mother was born in Indiana. He had seven siblings: five sisters, including Ruth Arlene, and two brothers, Terry Green and Troy Franklin Jr. Ned was a veteran of the United States Air Force, serving during World War II.

In the 1940 federal census, Ned was living in Bartlesville, Oklahoma with his maternal grandparents and he said that he had completed 8th grade. On his 1943 World War II draft card, Ned was described as being 5 feet 7 inches tall and as weighing 130 pounds. He had brown eyes, brown hair, and a "light" complexion. He also had a compound dislocation of the little finger on his left hand. In 1949, Ned D. Snider divorced Perlita F. Snider in Dewey, Okalhoma.
