Early Pete & Easter family

This photo was kindly shared with me by Judy C. Harvey and is the first photo I had ever seen of my Grandpa Pete. Pete & Easter only had 4 children in this photo but eventually are thought to have had 9. Does anyone know where this was taken or the year?
