Missing link to my fathers family

This is a photo my mother gave to me some years ago. It it not known if it is my grandfather or uncle. But is someone linked to my father Herbert Baysinger. I'm in search of any living relatives to Baysingers that may have lived in Tenn. and St Louis. This picture was taken in Cairo Ill. If you know this man or his family please please contact me.
