Prohibition "wets"
A coalition of the Prohibition "wets" (wet block) on the steps of the Capitol. The wets were those who opposed Prohibition - the "drys" were those who were for it. This is some of the 61 wet members who were meeting to draft proposed legislation. In the center is Rep. John Phillip Hill, chairman of the wet block.
