In 1884, in the year that Ritta Shaw was born, on December 6th, the Washington Monument was completed. Building began in 1848 but was stopped because of lack of funds and also due to the Civil War. It would be dedicated in 1885. At the time of its completion, it was the tallest structure in the world.

In 1916, when this person was 32 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
