1916 - In the year that Charles E Goulding was born, suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.

1920 - By the time he was only 4 years old, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

1932 - When he was 16 years old, on February 27th, actress Elizabeth Taylor was born in London. Her parents were Americans living in London and when she was 7, the family moved to Los Angeles. Her first small part in a movie was in There's One Born Every Minute in 1942 but her first starring role was in National Velvet in 1944. She became as famous for her 8 marriages (to 7 people) as she was for her beauty and films.

1975 - When he was 59 years old, in January, Popular Mechanics featured the Altair 8800 on it's cover. The Altair home computer kit allowed consumers to build and program their own personal computers. Thousands were sold in the first month.

1995 - In the year of Charles E Goulding's passing, on October 16th, the Million Man March took place on the National Mall in Washington DC. The March was organized to address "the ills of black communities and call for unity and revitalization of African American communities". An estimated 850,000 people attended.
