In 1921, in the year that Charles W Colquett was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1931, when he was just 10 years old, on May 1st, the Empire State Building opened in New York City. At 1,454 feet (including the roof and antenna), it was the tallest building in the world until the World Trade Center's North Tower was built in 1970. (It is now the 34th tallest.) Opening at the beginning of the Great Depression, most of the offices in the Empire State Building remained unoccupied for years and the observation deck was an equal source of revenue and kept the building profitable.

In 1959, at the age of 38 years old, Charles was alive when on August 8th, Hawaii became the 50th state of the United States. The US flag was changed to show 50 stars.

In 1978, he was 57 years old when on July 25th, Louise Brown, the first "test-tube baby", was born at Oldham Hospital in London. Louise was conceived through IVF (in vitro fertilization), a controversial and experimental procedure at the time.

In 1985, by the time he was 64 years old, in May, a paper published in Nature by three British scientists reported that a huge hole was discovered in the ozone layer over the Antarctic. It was much larger than expected and is due to the use of manmade chemicals.
