1896 - In the year that Charles Walter was born, on January 28th, the first ticket for speeding - called "furious driving" - was issued. Walter Arnold of Kent England was fined 1 shilling plus costs - for going 8 mph. The speed limit was 2 mph.

1940 - At the age of 44 years old, Charles was alive when on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1958 - He was 62 years old when on January 31st, Explorer I, the United States' answer to Sputnik I (and 2,) was launched. America had entered the Space Race. The first spacecraft to detect the Van Allen radiation belt, it remained in orbit until 1970.

1981 - When he was 85 years old, on August 1st, MTV debuted. It was the first music video TV channel. The first music video played was the Buggles' "Video Killed the Radio Star" - the second was Pat Benatar's "You Better Run".

1982 - In the year of Charles Walter's passing, on September 14th, Princess Grace of Monaco (American actress Grace Kelly), 52, died of injuries when her car plunged off a mountain road. Her 17 year old daughter, Stephanie, was also in the car and suffered serious injuries but recovered. It's believed that the accident was caused when Princess Grace, who was driving, had a mild stroke.
