1913 - In the year that Clarence A Kepley was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1914 - He was only 1 year old when in June, Archduke Franz Ferdinand of Austria was assassinated by a Yugoslavian national. Austria-Hungary delivered an ultimatum to Serbia. Other major powers took sides - and World War I began: Austria declared war on Serbia; Germany on Russia and France; Britain on Germany . . . and on it went until most of the world was embroiled in the war.

1942 - At the age of 29 years old, Clarence was alive when on June 17th, Roosevelt approved the Manhattan Project, which lead to the development of the first atomic bomb. With the support of Canada and the United Kingdom, the Project came to employ more than 130,000 people and cost nearly $2 billion. Julius Robert Oppenheimer, a nuclear physicist born in New York, led the Los Alamos Laboratory that developed the actual bomb. The first artificial nuclear explosion took place near Alamogordo New Mexico on July 16, 1945.

1998 - When he was 85 years old, on December 19th, the movie Titanic - based on the 1912 sinking of the ship and starring Leonardo DiCaprio and Kate Winslet - was released. Winning 11 Oscars, it was the first film to gross over a billion dollars and eventually grossed over $2 billion.

1999 - In the year of Clarence A Kepley's passing, the fear that Y2K (year 2000) would cause the failure of computers worldwide when clocks didn't properly update to January 1st, 2000 became near panic. While some computer systems and software did have problems, the panic was unfounded and computer life went on.
