1940 - In the year that Climmie Blackmon was born, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1947 - This person was only 7 years old when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.

1976 - By the time this person was 36 years old, on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."

1991 - At the age of 51 years old, Climmie was alive when on January 16th, Allied forces began the first phase of Operation Desert Storm. Saddam Hussein's forces had previously invaded the sovereign state of Kuwait and the focus of the operation was to remove his Iraqi troops from Kuwait. On February 24th, the ground war began. Within 100 hours, American ground troops declared Kuwait liberated.

1992 - This person was 52 years old when on April 29th, riots began in Los Angeles after the "Rodney King" verdict was issued. Four LAPD officers had been accused of using excessive force (assault) on African-American Rodney King, who had been stopped for drunk driving. The beating had been videotaped. Their acquittal sparked a 6 day riot in Los Angeles.
