Timeline

1913 - In the year that Ethelma Otis was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

1933 - This person was 20 years old when Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

1944 - This person was 31 years old when on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.

1954 - This person was 41 years old when on May 17th, the Supreme Court released a decision on Brown v. Board of Education of Topeka. The ruling stated that state laws establishing separate public schools for black and white students was unconstitutional thus paving the way for integration in schools.

1980 - In the year of Ethelma Otis's passing, on April 24th, a rescue attempt was begun in the Iranian Hostage Crisis. The attempt failed and 8 US servicemen were killed. Eight helicopters had been sent for the mission, but only 5 arrived in operating condition., Since the military had advised that the mission be aborted if there were fewer than 6 helicopters, President Carter stopped it. Upon leaving, a helicopter collided with a transport plane and the men were killed.
