In 1881, in the year that Frank Buten was born, on March 4th, James A. Garfield became the 20th President of the United States. On July 2nd, he was shot by Charles Guiteau, a lawyer, in Washington, D.C. The wound became infected and Garfield died on September 19. Vice President Chester A. Arthur immediately became the 21st President.

In 1916, at the age of 35 years old, Frank was alive when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1928, by the time he was 47 years old, aviatrix Amelia Earhart, age 31, became the first woman to fly solo across North America and back in August. In June, she had been part of a 3 man crew that flew the Atlantic Ocean but since she had no instrument training, she couldn't fly the plane - she kept the flight log. The North American flight became one of her many "firsts" as a female pilot.

In 1938, when he was 57 years old, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

In 1965, in the year of Frank Buten's passing, on March 8th, the first US combat troops arrived in Vietnam. The 3500 Marines joined 23,000 "advisors" already in South Vietnam. By the end of the year, 190,000 American soldiers were in the country.
