1919 - In the year that Howard L Mincer was born, in January, Nebraska was the 36th state to ratify the 18th Amendment, making it the law of the land. The 18th Amendment established Prohibition - a law against the production, transport, and sale of alcohol. Private consumption and possession were not prohibited. Several months later, the Volstead Act was passed, creating laws to enforce the Amendment. Bootlegging and bathtub gin followed.

1927 - Howard was just 8 years old when 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

1953 - By the time he was 34 years old, on July 27th, the Korean Armistice Agreement was signed. The Armistice was to last until "a final peaceful settlement is achieved". No peaceful settlement has ever been agreed upon.

1954 - When he was 35 years old, from April 22 through June 17th, the Army v. McCarthy hearings were held. The U.S. Army accused Roy Cohn (chief counsel to Senator McCarthy and later trusted mentor of Donald Trump) of blackmail. McCarthy and Cohn accused the U.S. Army of harboring communists. The Army allegations were found to be true. The U.S. Senate later censured McCarthy.

1992 - In the year of Howard L Mincer's passing, on February 1st, US President George Bush and President Boris Yeltsin of Russia jointly announced an end to the Cold War, proclaiming a new era of "friendship and partnership". At Camp David in Maryland, they reviewed ways to jointly reduce nuclear arms and support reforms in Russia but no agreement was reached at that meeting.
